Neither. China tries to command, but provincial people and plant managers far below try to grow at any cost. Eventually, the local people will object to the confiscation of their farmland for development, and they will do so violently. The violence will surprise the government. There is no market economy either. There is only corruption. A market would fairly price the value of goods and companies. The Chinese government does not dare let the market guide the flow of money capital investment to go where it is best to go. The result will be an early smashup.
