Ha! I know what you mean. The only thing worse than having to talk to a foreigner you can’t understand is to lose your job to one. The economic policies of George W. Bush have not only allowed, but encouraged (through tax breaks) companies to outsource their jobs to foreign countries. Unfortunately, all of the Republican candidates believe in Bush’s economic policies, and have pledged to continue them, at least in principle.
The one candidate who has come out strongly against outsourcing is Barack Obama. I’m not saying that because I’m a supporter, but if you listen to his speeches you will hear him repeatedly speak out against outsourcing. Clinton is against outsourcing too, but she has not been as vocal about it as Obama.
You will get a lot of conflicting answers here, because many people, to promote their candidate, will tell you what they think you want to hear. Listen to the candidates themselves (Democratic and Republican). Go to their websites and read what they have to say about outsourcing and other issues, and listen to their speeches when you can. That’s the best way to learn about who stands for what, and where they stand on the issues.
If the Republican policies supporting the outsourcing of jobs continues, as it will under a Republican President (by their own admissions), then it may not be too long before our votes will be outsourced as well.
Obama said something against it. But not necessarily about customer service. Clinton said this:
Democratic presidential hopeful, Clinton struck a different tone when she told students in New Hampshire that she hated “seeing U.S. telemarketing jobs done in remote locations far, far from our shores.” But she also was realistic when she said it will continue to a certain degree unless corporations stop it.

Watch for yourself then vote Huckabee.
They may be against it, but I’m not sure what they can do to prevent it. They can certainly act so as to not encourage it by giving tax breaks.
Obama has promised to end tax breaks to companies that ship jobs overseas. I haven’t heard any other candidate address this huge problem.
Funny story, some of those companies are starting new branches in the U.S. (poorer areas mostly) to provide more local support including Spanish speaking customer service reps.
Unfortunately, it’s not up to the presidential candidates to stop outsourcing. It’s up to Corporate officers who answer to shareholders who want higher dividends. I agree with you about talking outsourced call centers, however! What an incredible waste of time, effort, and lack of respect from the companies who moved their customer service support there!
