China is communist. Japan is not. China has comparatively little original development and capital; it provides the labor and manufacturing for countries like Japan. China has a huge population with little money to spend per capita, while Japan has a small population with more wealthy individuals.
Japan is not totally similar to Europe, but it`s much more like Europe than it is like China. Like some European countries, Japan has relatively high taxes and spends a lot on social services. There`s a huge variety among European countries, though, and Japan is more like some of them than others.
